Actually Condor #602 Summit is the similar item and i believe of higher quality than the Rothco product could ever be. I looked at both prior to making my purchase, even though i could have gotten an insider discount @ Rothco.
Added to the #601 Alpha fleece, it is a cold kicker. Wore my 602 in Ireland (wet and drizzle almost every day) and no issues, added the 601 and could stand the cold at MetLife Stadium for a whole game.
Only CON so far is a slight pinching/de-lamination of the fabric at friction points (mostly where the backpack straps meet the shoulder).
LAPoliceGear.com has a great special going on right now on the Condor outerwear with 15% off across brands (use code outer15).
That's where i have been buying my stuff all fall.

I agree with Noah, TAD is designed for operators than can justify the expense on a Stealth Hoodie LT @ $475.00 or wait for their December warehouse sale in SF...

or even find TAD for that matter. I've come to the point where i would be willing to purchase a TAD jacket with the thought that a jacket of that quality should last close to a life time. Since TAD is made here in the states and they work off a limited run production, Their site is more often then not all sold out when i go to look.

i have the condor Sierra soft shell that its pretty much like this and i'm pretty happy with it. They are very close but i can notice a few small differences.

It's pretty similar to the TAD jackets, but not has high quality as TAD. But TAD jackets are 2-3x more than this Rothco jacket. Not everyone can afford TAD.
